Energy Assistance Program

*The Energy Assistance Program is offered based on income eligibility.

There are five different programs available for our clients’ energy needs, to assist with lowering light, heating and cooling bills. Clatsop County is the only county that has access to a variety of programs to assist clients with their energy needs.

These programs include:

Low Income Heat and Energy Assistance Program (LIHEAP)

The LIHEAP Program is an assistance program for Clatsop County residents who use Pacific Power, NW Natural Gas, Clatskanie PUD, West Oregon Electric, propane and heating oil.

Oregon Energy Assistance Program (OEAP)

The OEAP program assists Clatsop County residents who are customers of Pacific Power.

Gas Assistance Program (GAP) through Northwest Natural Gas & the Oregon low-income Gas Program (OLGA)

Both the OLGA and GAP programs assist county residents who are customers of NW Natural Gas.

Heat Oregon

An energy assistance program for Pacific Power customers who are Clatsop County residents.

Woodlot Program

CCA administers a Woodlot Program for the Clatsop County Sheriffs Department. Low income residents may receive a truckload of wood for a nominal fee.

Residents contact CCA at 503-325-1400 to be added to the list and then are contacted when wood is available. Typically, the Clatsop County Sheriff’s Department makes this wood available at least once per year based on available wood from the county.
